17.02 – Roles of stakeholders

FNQSDO

 

The main function of the SDO will be to coordinate the information flow between parties with respect to the amendment process. Aside from its coordinating function, the FNQSDO may have the following functions:

  • Transmit requests for modifications;
  • Process minor modifications;
  • Assess relevance of requests for minor modifications;
  • As needed, assess the feasibility and the resources required to implement modifications;
  • Represent the interests of the adhering communities during meetings of the Chiefs Assembly.

 

Joint Committee

 

The mandate of the Joint Committee is to watch out for the interests of the communities. In order to accomplish this, it will have the following functions with respect to the amending process:

  • In compliance with the Framework Policy, the Joint Committee must verify and validate requests for modifications;
  • Suggest solutions to allow manoeuvring within the allowable limits of the Framework Policy and the funding agreements;
  • Analyze, improve, adapt or modify requests for modifications, where necessary and in compliance with the Framework Policy;
  • Develop and draft requests for modifications in response to community needs.

 

Adhering Communities

 

The Framework Policy Adhering Communities Committee has several objectives. In particular, we wish to point out their relevant role with respect to the amending process:

 

  • Validate, develop and/or draft requests for modifications for the Chiefs Assembly of the First Nations;
  • Formulate, develop, validate, and/or adopt modifications;
  • Analyze specific files submitted for consideration and recommendation;
  • Make recommendations regarding major modifications to the First Nations Chiefs Assembly.
