Special benefits are granted to an adult or members of a family for needs not covered by the basic allocation and adjustments for dependent children, or for needs not covered by the NIHB or the RAMQ (refer to 10.1.6). They may be paid with the regular monthly benefit if they consist of an ongoing need, a need upon request or an occasional need.
For new applications, the pro rata rule is not applied to special benefits. No proportion is established during the calculation of a special benefit.
For an active file, the special benefit is paid the same month that the need is demonstrated, which is an exception to the principle of the anteriority of the deficit.
An application for special benefits is made in writing or through the presentation of documents substantiating the application (example: medical certificate).
The application must be made within a reasonable delay, namely 30 days after the date upon which the services were provided or following the date upon which the need was demonstrated, unless the applicant is able to show that he was unable to act earlier (there is an exception to the 30-day delay for the special funeral expenses benefit; refer to 10.4.3).
The dependent child of a family receiving benefits is entitled to all special benefits if he meets the conditions prescribed in the Framework Policy.
