In order to give First Nations time and resources to develop active participation programs and measures for employment integration and training, steps have been taken that allow the SAT program to be used. The outline of the program is as follows:
ACTIVE PARTICIPATION PROGRAMS AND MEASURES FOR EMPLOYMENT INTEGRATION AND TRAINING
Social Assistance Transfer (S.A.T.) and the work income supplement
S.A.T. (Basic program)
Who is eligible?
- All non-penalized income security recipients.
Allowance?
- A subsidy of $750/month/participant client shall be granted to the promoter as a supplement to the salary paid to the employee.
Moreover, should they need it, recipients benefiting from this measure may receive special allowances to cover:
- Child care expenses (to a maximum of $10/day/primary school and preschool child) (Supporting invoices in the file)
Terms?
- The promoter shall demonstrate the availability of income to make the project viable (compulsory condition);
- Full time (at least 35 hours/week);
- Minimum of 12 weeks.
Payment of allowances?
The anteriority of deficit principle applies when a client participates in the program (refer to section 5.6).
To be eligible for the subsidy, the promoter must have met all program requirements. In the event of the employee's departure (voluntary or involuntary) BEFORE THE END OF THE MINIMUM DURATION OF 12 WEEKS, the promoter becomes ineligible and cannot receive the subsidy for the weeks worked before the departure of the employee. The promoter can however replace the employee with a new participant who then resumes the weeks worked from where the previous employee left off and then continue their participation in the program.
The amount of the promoter's subsidy can be paid on a monthly or weekly basis pending the presentation of the participant payroll reports. However, it is advisable to wait for the minimum duration of 12 weeks before starting to pay the subsidy to the promoter.
EMPLOYMENT INTEGRATION ASSISTANCE PROGRAM (PAIE):
Who is eligible?
- Non-penalized single parents benefiting from Income Security;
- Non-penalized Income Security recipients over 45 years of age.
Subsidies?
- Private and municipal sector: 50% of the participant’s gross earnings to a maximum of $120/week;
- Non-profit organizations: 100% of the Quebec minimum wage to a maximum of $234/week (recipients shall not receive more than $234/week).
Furthermore, if need is real, recipients benefiting from this program may receive special allowances to cover:
- Childcare expenses (to a maximum of $10/day/primary school or preschool child) (Supporting invoices in the file).
Terms?
- Must be a new position (recipients should not replace existing permanent positions) and the employer shall demonstrate the will to offer a permanent position at the end of the contract;
- Permanent or recurring seasonal employment: minimum length of 20 weeks and maximum length of 26 weeks;
- Full-time (at least 35 hours/week) or part-time if employment income allow participant to stop relying on Income Security.
WORK INCOME SUPPLEMENT (THE “COUP DE POUCE”):
Who is eligible?
- Income Security recipients who have been without employment for at least 12 months and who have just found full-time, regular employment (at least 30 hours/week) which is not subsidized within the framework of an Income Security employment assistance program.
Allowance?
- A $500 amount shall be paid in one instalment to the eligible person (proof of employment shall be added to the file).
Terms?
- Eligible recipients shall submit an application before commencing work.
Who is ineligible:
- People who benefited from the program during the 12 months prior to commencing work;
- People registered full-time in an educational institution;
- People who receive full benefits from the Quebec government (CNESST, SAAQ, etc.);
- People benefiting from an employment integration initiative.
YOUNG VOLUNTEERS:
Who is eligible?
- Income Security recipients aged 16 to 29.
Allowance?
- If a band or tribal council approves a project presented by one or more youths from the community and this project is sponsored by an associated organization and receives the necessary approval and funding from the band council, eligible Aboriginal recipients may also have access to this project.
- Once the project is accepted, participating recipients will receive an employment assistance allowance ($222/month) in addition to their regular allowance (project placed on file).
Furthermore, if need is real, recipients may be entitled to special allowances to cover:
- Childcare expenses (to a maximum of $10/day/primary school or preschool child) (Supporting invoices in the file).
Terms?
- A minimum of 20 hours/week for 180 hours in total;
- Project be associated with a non-profit organization;
The participant’s individual project and a resolution from the participant organization resolution shall be submitted to the provincial CLE (Local employment centre), which will make a decision.
- Where a Band or Tribal Council approves a project submitted by one or more youths from the community and the project is sponsored by an associated community organization that received approval and funding to meet the Band Council’s requirements, the concerned Aboriginal applicants shall be eligible for the program.
- Once the project has been approved, applicants shall receive the employment assistance allowance ($222/month) as a supplement to their basic allowance (project documented in the file).
ACADEMIC UPGRADING
Who is eligible?
- A claimant who is not studying, who is not a regular student and who is not penalized
Allowance?
- The claimant participating in this measure will receive the support to employment allowance ($222/month or $353/month for single parent family) in addition to his/her basic allowance (proof of registration in file).
In addition, the claimant participating in this measure can receive special allowances, if need be, to cover:
- Daycare fees (up to a maximum of $10/day/primary and preschool age child) (invoices provided) ;
- Study fees: tuition fees and compulsory curriculum fees (up to a maximum of $500/year) (invoices provided).
Terms?
- a minumum of 15 hours/week in general training (adult education) or professional (DEP, ASP)
- a minimum of 20 hours/ week in literacy
