THE MENTAL OR PHYSICAL CONDITION can be DEFECTIVE OR IMPAIRED. Mental condition includes mental disorders (e.g. neurosis, psychosis) and defects (e.g. intellectual impairment, mental retardation, amnesia).
The terms "defective" and "impaired" cover not only the effects of illness but also congenital (e.g. hearing impairment, intellectual impairment) and acquired (after-effects of accidents) defects.
According to the World Health Organization, deficiency or impairment means a substantial loss of or deterioration in an anatomical, physiological, mental or psychological structure or function.
