Income Security employees shall lend assistance to any person who so requests so as to facilitate the person’s understanding of and access to the program and must assist anyone who so requires in making an application for benefit or an application for review.
An applicant or recipient must first be given adequate information on how to complete the application for benefit or review form.
When a person asks an Income Security officer, depending on the case, to complete a form for him or her, the employee first suggests that the person ask a friend or community organization for the assistance required. Exceptionally, the employee may complete the form with the person when the person shows that he or she cannot complete it (due to illiteracy or a physical disability) and cannot ask a friend or organization (distance, physical limitations or transportation difficulties, etc.). A note is attached to the form indicating that it was completed by a staff member.
