- Employment-assistance PROGRAM clients who do not have a severely limited capacity for employment must submit a short statement every month. They receive an assistance cheque in a given month only if they have returned the short statement for the previous month.
- When a client or his or her spouse has a severely limited capacity for employment, he or she must:
- submit a short statement only if there is a change in their situation;
- submit a medical report written by their physician;
- submit to a NEW MEDICAL EXAMINATION by a physician designated by the Band and/or Tribal Council, in order to ascertain whether the client really has a severely limited capacity for employment or his or her physical or mental condition prevents him or her from participating in an activity under an Individualized Plan.
- A creditor of support who applies for or receives assistance must inform the Income Security:
- of any judicial proceedings brought in respect of such support at least five days before the submission date of the application involved in the proceedings;
- of the content of a support agreement at least ten days before the date of its submission to the courts.
The information is transmitted sending a copy of the agreement or the judicial proceedings.
- Clients receiving FAMILY ALLOWANCE and the NATIONAL CHILD BENEFIT SUPPLEMENT are not required to declare the amount of the benefit they receive from the RRQ and from Canada Customs and Revenue Canada (SR-1, SR-7, complete statement, etc.) except when expressly requested to do so by the Income Security.
For an independent adult or a family where none of the adults has a severely limited capacity for employment, the short statement must be returned to the Income Security as soon as a change occurs in their situation or on the 15th of the month at the latest, unless the client shows that he or she was unable to do so, for example because of illness. This requirement is based on the principle that assistance is monthly and that any change in a client's situation during a month takes effect the first day of the following month unless an exception applies.
An independent adult or a family where at least one of the adults has a severely limited capacity for employment is given assistance on the basis that they are permanently or indefinitely unemployable. Since their situation remains unchanged for a relatively long time, there is no point in having them complete a monthly statement unless they have to report a change that occurs in a month and may affect their benefits.
When a person reports a change in his or her situation this information is processed. ALL CHANGES IN SITUATION ARE CONSIDERED.
