10.04.01 – Return to point of origin

Special benefits are granted, to a maximum of $250 in a 12-month period, to cover the transportation and living expenses incurred by a beneficiary to return to his or her point of origin.

Benefits are payable to assist persons in returning to their own home or their families. This means RETURNING TO THEIR POINT OF ORIGIN, namely the place where they lived before the one where they are today. There must be some indication that, as a result of this return, they will in fact be better able to provide for themselves in their home environment. This move must contribute to the development of their self-reliance and to their eventually finding a job. If not, it is no more than a simple move.

  • THE COST OF TRANSPORTING A DECEASED BENEFICIARY

When the death occurs outside the place of residence, the cost of repatriation of the remains is included in the special benefit for funeral expenses.

  • INTRAPROVINCIAL REPATRIATION

Special benefits to a maximum of $250 may also be paid to enable an adult or a family to RETURN to their POINT OF ORIGIN in the SAME PROVINCE.

Repatriation within the province is intended for situations where the beneficiary can become financially independent again. Therefore, this return to their point of origin must be motivated, in the short term, by getting off assistance. In concrete terms, this could be a situation where the beneficiary returns to the labour market, or any other situation whereby the beneficiary ceases to be eligible for income security. Consequently, a beneficiary travelling for pleasure is not eligible for this special benefit.

In exceptional cases, a person who cannot return to the labour market and whose medical condition requires that he or she return to their point of origin may be granted special benefits.

  • INTERPROVINCIAL REPATRIATION

To be eligible for special benefits, a person must be eligible for last resort financial assistance. An adult who does not live in Quebec is not eligible. Therefore, special benefits to return to the person’s point of origin does not cover interprovincial repatriation of a person not residing in Quebec. However, these applications may be regarded from the viewpoint of total destitution.
