04.06.03 – Seeking employment – Reducing the benefit

The amount of the allowance reduction must be specified when an adult does not comply with the instructions by applying the non-participation rate.

When knowledge of the fact is brought to the attention of the counselor after the closing date, the reduction applies for a period of 11 months.

The reduction will also apply for 11 months if the knowledge of the fact is brought to the attention of the agent before the closing date but the agent processes their file after that date.

APPLICATION OF THE FINANCIAL ASSISTANCE NON-PARTICIPATION RATE (INDIVIDUAL DEVELOPMENT PLAN OBLIGATION)

In all cases where, without a valid reason:

  • The client refuses or abandons an activity to be carried out, refuses to undertake or abandons any employment integration process;
  • It is impossible to agree on an activity to be carried out;
  • The client abandons an activity that is anticipated as part of an Individual Development Plan;
  • The client misses an income opportunity by not taking action.

Before applying the rate of non-participation, the Income Security Counsellor must verify whether the adult meets the criteria related to the obligation to be subjected to an Individual Development Plan when:

  • The client refuses or abandons an activity to be carried out;
  • The client was unable to agree on an activity to be carried out in the context of an Individual Development Plan;
  • The client abandons the activity that was anticipated.
