04.06.01 – Seeking employment – Taking the appropriate steps

Recipients who are not exempted from the obligation to seek employment must take the steps suitable to their situation to seek a job.

Recipients without any limitation for employment and without any dependent children are subject to a Compulsory Plan.

The concept of “ineligible for employment:”

The application of the “ineligible for employment:” concept remains the responsibility of Income Security; it applies to persons who are not eligible (or do not exercise the right) to the severe or temporary limitation for employment. These persons may incur certain problems that could affect, over a more or less long period, their capacity to take steps to seek employment. These difficulties may be of any order. As a guide, let us mention:

  • drug addiction;
  • alcohol addiction;
  • drug abuse;
  • vagrancy;
  • separation;
  • spousal abuse;
  • former spouse harassment;
  • sickness, death of a close relation;
  • dependent handicapped children (e.g. : children whose handicap requires a psychological follow-up);
  • troubles with the justice system (e.g.: prosecution, former convict under probation and in the process of reintegration);
  • eviction threats because of unpaid rent;
  • financial distress (e.g.: bankruptcy);
  • depression (e.g. : persons in psychological follow-up);
  • social isolation;
  • aggressive behaviour (e.g. : violence-GDEV occurrence report).

When the Income Security officer considers that a person is not in a condition to take steps to find a job, this person is referred to the relevant resources if required and his or her condition is revaluated when deemed necessary.
