Clients must:
- take such steps as are appropriate in their situation to find suitable employment;
- comply with any instructions given by the Income Security counsellor for this purpose.
However, the client in one of the three following situations cannot be imposed any restriction:
- he or she has a temporarily or severely limited capacity for employment;
- he or she is participating in an active measure or taking part in some other activity that was evaluated and agreed to by the client and the Income Security counsellor, notably under an Individualized Plan;
- he or she is taking a course or training program recognized by the Income Security counsellor or the financial assistance counsellor.
The Individualized Integration, Training and Employment Plan begins the moment the Income Security and the client develop an intervention plan which sets out activities, measures and programs that meet the client’s needs.
The Plan ends when the Income Security counsellor and the client agree that the client no longer needs assistance, because he or she has either found an job or reached the desired level of independence. The Income Security counsellor may also terminate the Plan unilaterally if he or she notes that the client is no longer following it or that he or she observes that the client no longer meets his or her obligations.
Type of instructions
Three types of instructions are given to a client:
- report for an interview in order to give the client information and instructions to find a job;
- register in an employment agency recognized contact this agency reasonably frequently;
- actively seek employment, notably by participating in a structured job search activity.
