04.03.09 – TLCE – Shelters for victims of violence

A temporarily limited capacity for employment may be recognized in the case of an adult who has had to seek refuge in a SHELTER FOR VICTIMS OF VIOLENCE. The TLCE allowance is granted for three consecutive months from the date of admission.

 

To be eligible, the adult must have:

 

  • spent at least 24 hours in such a shelter. It is not necessary for the stay to continue for the entire period during which the allowance is granted;

 

AND

 

  • been a beneficiary at the time of admission, or become one by the end of the third month following admission to the shelter;

 

AND

 

  • advised the Income Security Officer of this stay by the end of the third month following admission.

 

Beneficiaries already receiving assistance are granted the TLCE allowance in the MONTH FOLLOWING their admission to the shelter, in accordance with the usual rules for anteriority of the deficit. Those who become beneficiaries after admission receive the TLCE allowance for the month of the application and, where applicable, for the number of months remaining in the period of three consecutive months.

 

If a person submits an application for assistance during the same month in which he or she is admitted to such a shelter, the allowance is granted for the MONTH OF THE APPLICATION and for the following three months.

 

Individuals can benefit from this measure every time they take refuge in a shelter. If the stays are close together, the consecutive periods may overlap.

 

Example:

 

Beginning of the stay in a shelter: October 5

 

End of the stay in a shelter: October 12

 

Situation 1: The person is already a client when admitted to a shelter. The person receives the allowance for temporary constraints for the 3 months following their admission to the shelter for November, December and January.

 

Situation 2: The person applies for last resort assistance in November (the month after being admitted to a shelter) and becomes a client in November. The person is entitled to the allowance for temporary constraints for the month of the application for last resort assistance in November as well as for the months of December and January.

 

Situation 3: The person applies for last resort assistance in October and becomes a client that same month. The person is entitled to the allowance for temporary constraints for the month of the application for last resort assistance in October as well as for November, December and January.
