The client's complete profile may undergo medical or socio-occupational CHANGES or both, for various reasons.
A re-examination of severe limitations in the capacity for employment is done only when the socio-economic assistance officer notes or is informed of positive changes (improvements) in these aspects. A RE-EXAMINATION SHOULD NEVER BE CONSIDERED A SYSTEMATIC OPERATION INVOLVING ALL FILES INDISCRIMINATELY.
TIMING OF RE-EXAMINATION
Officers must initiate a re-examination of the severe limitations in the capacity for employment of a person whenever the following situations occur :
- the beneficiary informs the Income Security Program of a positive change affecting his or her limitations;
- the officer has serious reasons to believe that such a change has taken place;
- when assessing whether a person has a severely limited capacity for employment or when it must be determined whether an application should be reviewed or a decision appealed, it is required to proceed to a new review following a determined period.
Moreover, when officers conduct their yearly re-assessment of files, they MUST ALWAYS DECIDE WHETHER OR NOT THERE IS A NEED TO INITIATE a re-examination of a recipient’s capacity for employment, especially if they have not met or spoken on the telephone with the beneficiary for two years.
Where APPROPRIATE, officers will initiate a re-examination, EXCEPT in the following cases, when a re‑examination SHOULD ALWAYS be initiated:
- where the recipient has answered "false" to the statement "My state of health does not allow me to hold employment" on the "Complete Declaration" form.
However, officers must be very circumspect in deciding to initiate a re-examination in the case of clients who:
- are 50 years of age or older;
- were admitted based on the list of disabling diagnoses (obvious cases);
- suffer from a mental deficiency;
- were admitted under code 2900 (mental health problems).
DOCUMENTS NOT PROVIDED
It should be noted that recipients who are the subject of a re-examination but who refuse to provide the documents required for the re-examination cease to be for not providing the documents.
