ELIGIBILITY
Last resort financial assistance covers adults whose spouses are students who:
- are eligible for FINANCIAL ASSISTANCE TO STUDENTS;
OR
- are ineligible for financial assistance to students because of the PARENTAL CONTRIBUTION.
Adults whose student spouse applied to the Minister of Education for a REVIEW of the decision declaring the student ineligible under the Act regarding student financial assistance are also eligible for unconditional assistance until the review decision is rendered.
ASSISTANCE GRANTED
Except for housing assistance, SPECIAL BENEFITS are limited to a student's spouse.
In virtue of the Framework Policy, a spouse is no longer part of the family he or she forms with a student and their children, as the case may be, and is therefore considered TO BE SINGLE, and:
- the STUDENT'S INCOME is not regarded as an available resource for a spouse covered by last resort financial assistance;
- the MOVABLE AND IMMOVABLE PROPERTY considered is that of the family and the exemptions that must be taken into account are those that apply to the family;
- the LIQUID ASSETS considered are those of the family. However, the amount of any loans and bursaries for which the student is eligible is excluded.
In the case of a childless couple:
- the exemptions that apply are those established for independent adults.
In the case of a couple with one or more children:
- the basic exemptions are those established for independent adults plus the exemptions for dependent children (refer to 3.3.3).
The basic benefit of $175 is increased by $134 if the student’s spouse is eligible for the temporarily limited capacity for employment, including the dependent children’ s allowance and by $309 if he or she is eligible for the severely limited capacity for employment allowance.
