01.04 – Collaboration guidelines with the FNQSDO

The FNQSDO plays a supportive and advisory role in 4 thrust areas in line with the objectives, guidelines and orientations provided in the Framework Policy proposal. As such, it assumes the following responsibilities:

 

Regulations management:

To monitor the implementation of the regulations, guidelines and programs developed within the framework of the implementation of an income security system administered by First Nations, to assist management units in interpreting the manual’s rules of interpretation and to receive, analyze and implement amendments if necessary, according to the established amendment process.

 

Management of training:

To develop and provide income security managers and advisors with a continuing education plan to allow them to efficiently perform their duties in implementing the system, enforcing the regulations, and managing income security services.

 

Program support management:

To support First Nations in developing active participation formulas in employment and training measures intended for income security recipients as set out in the Framework Policy and to support them in planning, managing, monitoring and assessing various local and regional partnership initiatives

 

The FNQSDO will also have to accomplish complementary tasks such as :

 

Assessment:  

To establish a system for assessing the impact and results of the Framework Policy implementation in First Nations communities by means of various performance indicators.

 

Designated mediator:

To act as a designated mediator between First Nations and various government authorities to defend the principles set out in the Framework Policy and First Nations interests regarding income security on the technical, political and regulatory levels.
